The U.S. Congress’s Joint Committee on Taxation (“JCT”) invites macroeconomists to submit their applications to join its staff. Economists at JCT apply their academic training and research skills to tax policy analysis in a nonpartisan role, assisting Members of the U.S. House of Representatives and U.S. Senate from both the majority and minority parties with their legislative proposals and research needs. For more information on JCT’s work, see www.jct.gov.

Quantitative Economists at JCT may serve in either or both of two roles depending on their training: as a macroeconomist, using large quantitative general equilibrium models to analyze the macroeconomic effects of major tax legislation; and as a revenue estimator, using applied microeconomic and econometric methods to analyze tax policy proposals for their administrability and budgetary impacts. Both roles provide the opportunity to work collaboratively with an experienced, interdisciplinary staff of tax attorneys and tax accountants to contribute to the tax legislative process and influence the nation’s tax laws.

JCT is currently searching for an applied macroeconomist. Responsibilities include the development and use of macroeconomic models to analyze major tax legislation which is expected to generate a measurable macroeconomic response. Candidates must have experience designing, programing, and simulating economic behavior with quantitative general equilibrium models. Research and experience in public finance and taxation are preferred but not required. This position is ideal for those with an interest in applying modern methods to current tax policy debates and have a desire to work in a collegial team environment. The results and written reports of the team of macroeconomists are published by JCT in accordance with Congressional budget rules and frequently draw academic and media attention. The JCT economists’ real-time analyses of legislative proposals generate policy-relevant research ideas and opportunities to advance macroeconomic modeling and publish work in leading academic and industry journals.

This is an engaging and rewarding position for economists who have an interest in tax policy and policy analysis. Candidates must be U.S. citizens or permanent residents seeking citizenship, and have a Ph.D. or equivalent. Salary is competitive and commensurate with experience and includes comprehensive Federal employee benefits and Congressional employee benefits.
