The Division of Economic and Risk Analysis (DERA) advances the Commission's statutory mission to protect investors, maintain fair, orderly and efficient markets, and facilitate capital formation through sound economic analysis and rigorous data analytics.

DERA engages across the entire range of the agency's functions, including rulemaking, examination, and enforcement. Its multi-disciplinary analyses of risks in securities markets and policy recommendations are informed by research insights and knowledge of institutions and market practices.

DERA assists the Commission in its efforts to identify, analyze, and respond to economic concerns in capital markets, including those related to new financial products, investment and trading strategies, systemic risk, and fraud. DERA's data analytics work develops a variety of financial and market data analysis tools, supplies economic statistics, and promotes data standards.

Typical Duties Include:
- Serving as a key member of DERA's executive leadership team with a responsibility to deliver economic analysis that will inform the Commission's consideration of policy recommendations
- Overseeing the planning, direction and timely execution of DERA's policy and rulemaking functions in six offices: the Office of Asset Management, the Office of Corporate Finance, the Office of Economic - ---Statistics, the Office of Financial Intermediaries, and both Offices of Markets
- Advising DERA's executive leadership on economics and policy as well as overall strategy, structure, workforce, processes and technology. As a leader of managers, the role requires implementing change and exercising leadership to motivate managers to incorporate vision and strategic planning into routine activities and in the achievement of high performance culture.
- Designing and implementing strategies to maximize employee potential, embrace diversity, and foster high ethical standards in meeting organizational vision, mission and goals.
- Organizing or leading major projects, and displaying high level of initiative and commitment in seeing projects through completion.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement:
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Note: Official Transcript will be required before entry on duty.)

Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Experience

Examples of qualifying experience include:
Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
Economic statistics;
Industrial surveys;
Management of individual business enterprises, including farms;
Industrial planning;
Writing or editorial work in economic subjects; and
Financial market analysis.

Minimum Qualification Requirement:
SO-01: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
Conducting economic research in support of various projects;
Analyzing statistical data using econometrics, and
Developing implementation plans to address current and anticipated problems and issues in economics.
