Full Text of JOE Listing:

The Office of Tax Analysis (OTA) anticipates two staff openings in 2021 for new or experienced economists with a strong interest in conducting applied research, modeling and analysis to assess the effects of current and proposed Federal tax policies including health policy. OTA is responsible for official Administration estimates of all Federal receipts. OTA staff work with an experienced staff of tax attorneys to design legislative proposals, to implement current tax law, and to formulate and review tax regulations. OTA staff also engage in discussions with other agencies and participate in meetings of international organizations.

For the general position, OTA is seeking economists interested in shaping Federal tax policy by assessing the economic and revenue effects of current and proposed Federal tax policies, covering numerous domestic and international policy areas, including business formation, choice of business organizational form, tax accounting, savings and investment, pensions, Social Security, financial institutions and products, labor, health, housing, the environment, energy, and international trade and investment flows. Staff members are encouraged to publish and present their tax policy research findings in professional journals and in academic and professional settings.

For the health position, OTA is seeking an economist with a strong interest in health insurance markets and related federal tax policy, and who is interested in being involved with the day to day tasks of making and implementing health policy. Because tax policy affects employer-provided health benefits, individual insurance markets, and non-profit health care providers, OTA staff economists play a key role in shaping federal health policy. OTA’s economists have been heavily involved in health policy for Affordable Care Act premium tax credits, State Innovation Waivers, health savings accounts (HSAs), and health reimbursement arrangements (HRAs). Current health staff members are engaged in policy development and implementation, model development, and original research.

A Ph.D. or equivalent experience in economics, statistics, finance, health policy, or related disciplines; strong research and communication skills; and U.S. citizenship are required.
