Full Text of JOE Listing:

Contractor is preparing to conduct a study to assess the likely type and extent of local content capture in three industrial sectors in a Gulf Cooperation Council country. To do this, the study will require that demand forecasting exercises be conducted for each of the three sectors; these forecasts will inform subsequent analysis of the likely local content opportunities – that is in the employment of local workers and in the procurement of local goods and services. Definitions of the three sectors will be provided at the outset of the consultancy. The forecast period will be determined before the beginning of this consultancy.

Contractor is seeking an experienced economist to lead and conduct these three demand forecasting exercises. It is anticipated that the consultant likely will need to engage in the follow activities as part of this work:
- Market segmentation exercises
- End-market analyses
- Value chain mapping
- Gap analyses (including benchmarking)
- Identification and analysis of constraints to, and drivers of, demand
- Identification and analysis of substitutes and complements
- Selection and justification of forecasting method
- Forecast of demand by sector

The forecasts produced by the consultant for each sector will be by calendar quarter and will map to a standardized classification system (e.g. ISIC Rev. 4, SNA 2008, etc.) Equally important, the consultant will be required to develop his/her approach with the intent of replicating the forecasting exercise to other countries and to other sectors. To this end, the consultant will be expected to develop written documentation justifying the chosen forecasting approach, detail the steps for executing the approach while highlighting how it should be adapted for other countries or sectors, and detail any limitations.
The contractor will provide the consultant with access to public and select private datasets, as needed. The consultant will be supported by an Analyst, who will be able to provide research and analytical support as needed. The Consultant may work remotely for the duration of this assignment.

Required Deliverables: it is expected that the consultant will produce the following as a result of this TOR:
- Forecast demand data by
- Sector
- Standardized classification category/code
- Time (calendar quarter)
- Written documentation of the forecasting approach that includes:
- Selection justification
- Instructions for executing the approach, including data sources
- Detail on adaptations/changes/considerations required for approach’s use in different country and/or sector contexts
- Any limitations

Qualifications
- Ph.D. in economics, statistics, or similar discipline, or MPhil/MS/MA/MBA with demonstrated experience performing industry or sector-level demand forecasts.
- Good familiarity with/knowledge of microeconomic and macroeconomic data sources, forecasting approaches.
- Experience in or demonstrated familiarity with the subject areas of private sector competitiveness, market/sector analysis.
- Good communication skills; teamwork ability.
- Fluent written and spoken English
- Preferred (not required): familiarity with / professional knowledge of the GCC economies
