The Legislative Revenue Office is recruiting for one, full-time continuing Revenue Economist to join their team.

The Legislative Revenue Office is a statutory, nonpartisan legislative service agency. It provides research and analysis on revenue policy and school finance issues for legislators, legislative committees, and their staffs. The agency is an information resource for other state agencies and the public. The Legislative Revenue Office is responsible for staffing the House and Senate Revenue Committees and producing revenue impact statements for state and local governments on proposed legislation and ballot measures.

Economists gather, analyze and present the information that is the primary mission of the agency. They are responsible for conducting public finance research, writing research reports and presenting information directly to legislators, legislative committees and the public. Economists also serve as committee administrators for the revenue committees and represent the agency in contacts with other state agencies, public forums and the press.

This position is located within the legislative branch of government and requires the willingness to maintain a non-partisan and impartial manner while working in a political environment.

Duties & Responsibilities:

Evaluating and processing proposed legislation: Specific activities include serving as Revenue Committee administrator in areas of expertise, assessing economic and revenue implications of proposed legislation and initiatives, writing bill summaries and revenue impact statements and advising legislators in the development of legislative concepts.

Developing and maintaining of economic and revenue models: Specific activities include model design, model testing, statistical analysis and acquisition and evaluation of data.

Responding to information and analysis requests from legislators, executive branch agencies, interest groups, the press and the public. Specific activities include researching statutes, examining data and contacting other states.

Conducting specific research projects. Activities include in-depth analysis of issues, literature review, statistical analysis and reporting results in written and oral form.

Tracking Public Finance and Taxation Issues: Monitors new developments in public finance and taxation, revenue issues in Oregon and other states, and attending professional meetings and training sessions.

Minimum Qualifications:

Master's Degree in Economics AND
Three (3) years of experience conducting economic research, working as an economist in a legislative process, or comparable experience

** A Ph.D. in Economics will substitute for two years of experience.

** An equivalent combination of education and experience sufficient to demonstrate ability to perform the duties of the position may be considered

Desired Skills And Knowledge:

Strong research skills and ability to effectively use a wide variety of reference materials, such as legal resources, economic journals, and policy publications.
Ability to work independently without constant, direct supervision.
Ability to work effectively under time pressure with strict deadlines.
Strong verbal communication and presentation skills.
Working knowledge of advanced statistical software packages.
Experience developing economic models for policy analysis.
Strong quantitative skills, including experience using software applications for data analysis.
Technical research and writing skills and ability to communicate complex information clearly and accurately.
Knowledge of the legislative process and the structure of state government.
Ability to work effectively at a professional, nonpartisan level with diverse groups, including legislators, legislative staff, constituents, state agency personnel, lobbyists and the public.
Ph.D. in Economics.
