The governments in the region are more and more using Public Private Partnerships (PPPs) to finance infrastructure projects that will foster economic and social development. With your expertise in this field and your knowledge of the Caribbean region, combined with our resources, you will have a direct impact on the lives of the people.

The team: Our Division (DSP/DCO) develops and leverages synergies between counterparts in the IDB and the IDB Invest, for sovereign guaranteed (SG) and non-sovereign guaranteed (NSG) operations. It creates knowledge and research and identifies areas where IDBG operations could support expansion of NSG activity. It is responsible for coordinating with the IDB at the country, regional, and sector levels of all products that we will be developing as well as the provision of coordination mechanisms and instruments.

Thus, we are searching for a Public-Private Synergies Officer who will be focusing on the Caribbean Region.

What you’ll do:
• You will support the preparation, monitoring and review of Integrated Country Strategies (ICS) for the IDB group. This includes early involvement in Country Development Challenges documents (CDC), including multi-sector country-specific analytical work and contribution to Overview Papers (OP).
• You will identify cooperation and priority areas for our interventions in each country and market segments where we can have high levels of development impact.
• With the IDB, you will contribute to assigned Sector Framework Documents (SFD) and other relevant documents to ensure alignment between SG and NSG interventions when appropriate.
• You will provide intellectual leadership and empirically informed assessments on the region.
• Develop tools and research that identify the financial and technical needs and policy frameworks required for the expansion of our core business areas.
• You will analyze political-economic trends and participate in strategic and policy dialogues with the IDB, our clients and other stakeholders and help the programming process by identifying operational opportunities and risks
• You will help identify of areas where IDBG operations could support our activity (and vice-versa) through upstream work on regulation, institution-building, or market development. Advise project specialists on the relevance of projects to the national development plan of assigned countries.
• You will monitor the efforts and initiatives taking place, country regulatory frameworks and IDB policies/strategies that could affect our operations in the Caribbean countries.

Qualifications

Education: You hold an advanced degree (at least Master’s degree or MBA, PhD preferred) in economics, applied economics, finance, or other relevant fields.

Experience: You have at least 6+ years of relevant experience in applied economics research (including PhD experience, if applicable), implementing and executing strategy and programming in international organizations.
• You can demonstrate a solid experience with public-private synergies mechanisms that are directly tied to our objectives and goals and/or expertise in policy issues and development problems in the Caribbean.
• You show initiative and ability to identify new areas of work that would bring value.
• You work well in teams.
• You have clear understanding of the operational frameworks of IDB Invest, public sector or other multilateral institutions (including their special governance, mandates and safeguards).

Language Skills: Oral and written proficiency in English and Spanish is required; knowledge of Portuguese and/or French is a plus.
