The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as an Interdisciplinary Economist/Statistician (Economics), GS-0110/1530-14. The incumbent will be responsible for structuring a data analysis program sufficient to compile, analyze, and interpret Thrift Savings Plan data. They will also provide meaningful information that supports measuring performance, identifying continuous improvements, and developing strategic initiatives. Additionally, the incumbent will work collaboratively within the Benchmarking and Business Intelligence Division, other units within the Office of Enterprise Planning, and other offices within the Federal Retirement Thrift Investment Board to identify policies and procedures associated with the sources and use of data for activities such as analyzing both structured and unstructured demographic data, transactional data, and operational benchmarking of performance and costs, survey and market data that identifies trends, relationships and patterns of behavior, and retirement investment business activities.

The major duties of the position are:
·Planning and conducting an integrated program of economic studies for which econometric models are created and used to produce meaningful conclusions.
·Deriving data from probability samples –responsible for establishing general data collection specifications that translate into detailed, practical plans for data collection and for the design, size, and characteristics of the probability sample to ensure reliability of the data.
·Collecting primary data and evaluating data collections, data sources, and economic methodologies to identify areas of improvement.
·Analyzing findings, evaluating the econometric limitations of available data and specifying the range of logically possible explanation of the findings.
·Constructing and refreshing models in a current state by altering equations to provide analytic and projective information about the economic aspects of the retirement industry and defined contribution plans in general and the TSP specifically.

To qualify for this position, applicants must meet the basic requirements and the specialized experience as described below:

Basic Qualification Requirements

All Applicants (including current Federal employees) must demonstrate that they meet the Basic Requirements for at least one of the series listed below:

Economist Series, 0110
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

OR

Statistics Series, 1530
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

OR

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or directly related to the work of the position to be filled and is equivalent to the next lower grade level.

The Specialized Experience is defined as experience which involved experience analyzing structured and unstructured data, such as demographic, transactional, operational benchmarking of performance and costs, survey and market that identifies trends, and relationships and patterns of behavior sufficient to conduct economic analysis and studies to apply appropriate statistical methodologies to assess and interpret data in the defined contribution or retirement industry; and contrasting statistical/economic models to analyze and predict demographic and behavioral patterns.
