In this position, you will help to advance the Department of Policy and Evaluation (DPE) goals of 1)
fostering learning from MCC’s model in the context of the U.S. global development policy and 2)
developing and contributing to policies and approaches that ensure the most effective implementation of
the MCC model and principles, drawing from MCC experience, and best practices from the development
community.

Duties:
As a member of the DPE management team you will be responsible for managing the Economic
Analysis Division (EA) and will serve as a recognized Agency expert on a broad range of economic
topics and as a senior advisor to Agency leaders. As the Chief Economist, you will:
Manage the Economic Analysis Division, which is responsible for the development, dissemination,
revision and archiving of timely, accurate, and evidence-based economic guidance and analysis
(e.g., constraints analyses, cost-benefit analyses, beneficiary analyses, etc.) in support of MCC
program design, decision-making, implementation, and evaluation.
Direct the development, dissemination, revision and archiving of economic analysis (e.g., costbenefit
analyses, beneficiary analyses, etc.) to assess the impact of MCC Compact programs.
Develop and recommend improvements to broader MCC policies, practices, and methods in relation
to the analysis of economic developments in developing countries.
Direct the formulation, dissemination, revision and archiving of MCC policies and guidance for the
design and implementation of economic analysis in the Agency (e.g., constraints analysis).
Coordinate MCC activities, and represent the agency to governments, the private sector,
nongovernmental organizations (NGOs), and academia.
Supervise and mentor a diverse team of operational and technical experts and perform
administrative and human resource management functions relative to the staff supervised.
Formulate short- and long-range strategic goals for the EA Division and help define these goals for
the Department and Agency as a whole. Conduct periodic and comprehensive evaluations of
ongoing functions to ensure that the EA Division meets its stated goals, and identify areas where
operational efficiency can be enhanced.

Qualifications Required:
Qualifying experience for Pay Band 2c includes one year of specialized experience comparable to the Pay
Band 3a or GS-15 or an equivalent level, which is directly related to the work of this position and which
has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of
the position. For this position, examples of specialized experience are: experience developing,
assessing, or managing programs or projects that involve applying complex economic principles,
theories, concepts, methods, and techniques to issues of economic development with important
economic policy implications; experience developing, assessing, or managing programs or projects that
involve working in developing countries on developing country issues and providing sophisticated and
authoritative economic guidance and analysis; experience planning, organizing and implementing
programs, plans, and proposals involving substantial institutional resources or that require extensive
changes in established procedures; and experience representing an organization in internal and external

This position also has a minimum education requirement.
You must have a degree in economics that included at least 21 semester hours in economics and 3
semester hours in statistics, accounting, or calculus.

A combination of education and experience: courses equivalent to a major in economics, as shown in A
above, plus appropriate experience or additional education.

Education in order for it to be credited towards qualifications (particularly positions with a positive
