Although most hires at public policy schools seem to occur through the traditional academic market, it seems that some schools will make senior offers to established scholars/practitioners from outside of academia (government, World Bank/IMF, the Feds, etc.)  Is it only the publication record that counts, or how is practical experience valued/assessed?
