Excuse my ignorance, but when you submit a proposal for AEA/ASSAs, can you submit (1) a proposal for a paper you have not yet started to work on but for which you have the data / anticipate results by Jan 2023, (2) proposal for a paper with preliminary results but no draft, (3) only research for which you have a working paper / draft at the time of submission? If your paper is accepted for publication in a journal in between when you submit to the AEAs and when the conference is, is that a problem (i.e. is it frowned upon to present work that is forthcoming / already published)?
