The absence creates a corrupting asymmetry, which allows people to make vast corrupting profits catering to private wants, but providing no or paltry profits for protecting the public well-being, even if the public well-being has extraordinary value. In addition, market and government failures are frequently invisible, which makes it difficult to obtain the broad understanding for consensus necessary for democracies to prevent failure. As a result, an inclusive system of government incentives like intellectual property is necessary to reduce any and all market and government failures. The incentive should be based on the contributive standard of income distributions (instead of “exclusive Rights”). Governments need to combine the incentives with a market like PoliticalSheepdog.com to identify the fewest number of lowest bidding constituents, who successfully lobbied to pass legislation, in order to reduce the systemic failures causing the Climate Crisis, etc., etc..
