The Washington State Employment Security invites applicants who have experience designing and conducting program and policy evaluations to inform service delivery to large diverse populations, to apply for this Program Evaluation Specialist opportunity.

The Evaluation Specialist position conducts comprehensive program and policy evaluations, delivering products and services at the local and state level, providing technical support to clients, and operating as the informational and communications link between the department, the customers, and the general public. Specifically, the incumbent supports the organization’s mission by evaluating Washington state’s Reemployment Services and Eligibility Assessment program to improve jobseekers’ outcomes.

Duties:
• Direct and oversee quantitative evaluations to improve workforce programs, policies, and delivery
of workforce services in the state of Washington.
• Carry responsibility for final reports, conclusions and recommendations; and for all technical
and/or supervisory decisions related to their assigned evaluation projects.
• Communicate with and support unit and division coworkers.
• As a subject matter expert in program evaluation, engage in customer service and stakeholder
management.

Required Qualifications:
A Master’s degree in Operations Research, Management Science, Statistics, Science (including Social Sciences with strong quantitative analysis, for example, Economics), Mathematics and/or Computer Science, or related field; and three years' demonstrated experience in one of the above areas; A Ph.D. may substitute for two years of the desired experience.
Or a combination of education and/or relevant experience.

Desired Qualifications:
A Ph.D. degree in Operations Research, Management Science, Statistics, Science (including Social Sciences with strong quantitative analysis, for example, Economics), Mathematics and/or Computer Science, or related field with strong quantitative skills.
Familiarity with labor economic theories including but not limited to Human Capital theory, Wage Theory, Signaling model, and Moral Hazard.
Demonstrated ability to create tables, queries and other objects using tools such as SQL.
Demonstrated ability to understand and apply algorithms using computer programming logic and languages such as R, and Python.
