The Northwestern University School of Education and Social Policy (SESP) seeks to fill the dual role of director and instructional faculty member to lead and teach in a new Master of Science program in Social and Economic Policy. This program, a dual degree program being offered with Chinese University of Hong Kong (CUHK) is an innovative program that will deliver core economics material at a rigorous but less technical level appropriate for public sector and private sector professionals, with a bent toward the Chinese economy, and coupled with coursework applying economics and other social sciences to public and social policy, including applications from both China and the United States. Half of the Northwestern courses will be taught in Hong Kong and half will be taught in Evanston, IL.

The director provides substantive oversight of the MS program and leads ongoing collaboration and coordination with CUHK. To qualify for appointment as a faculty member, the director will have research expertise and teaching experience in social and economic policy, preferably (though not necessarily) in a field such as public, labor, health, or education economics. The director will also have prior administrative leadership experience, typically as a committee chair or project director, and/or will have led large projects in a university or private sector or nonprofit organization. The faculty appointment will be as professor of instruction at a rank appropriate to the candidate’s qualifications (assistant, associate, or full professor). The role is non-tenure eligible and the faculty role is co-terminus with the director appointment.

This is a twelve-month role, with an initial term of four years. Approximately half of the director’s time will be spent in program leadership, planning, and supervision – including committee service, serving as liaison to the faculty, developing curriculum, evaluating instructors, overseeing program operations and policy, and serving as a liaison with CUHK faculty and staff. The other half will be spent teaching three to four quarter-equivalent courses per year. Northwestern courses offered in Hong Kong are intensive two-week courses, and the director will be expected to teach at least one course in Hong Kong per year.

The following represent courses we currently expect to offer and the director/instructor should be qualified to teach in one or more of these areas: Policy Analysis; Economics of Public Policy; Interpreting Empirical Research for Economic and Policy Analysis; Economic Policy; Public Policy in the United States; Education Policy; Health Policy; Education and Social Policy in the United States and China; Child and Family Policy.

The ideal candidate will be available to travel extensively between the US and Hong Kong, sometimes for extended periods (weeks). Fluency in Chinese (Mandarin preferred) is strongly desired though not essential. Interested candidates should submit:
