Based in New York, the Director of Measurement and Evaluation will develop and drive ELMA’s approach for evidence generation and use. The Director will support ELMA’s strategy setting, commission and manage evaluation and other measurement initiatives, and develop measurement tools to support ELMA program staff. We seek an entrepreneurial leader with a strong technical background who can define and implement an evidence-based agenda within ELMA. The primary focus will be on ELMA’s health and education programs in Africa.

Chief qualifications are: 1) Demonstrated leadership in M&E, data-driven policy implementation or advocacy, and operational research, 2) Understanding of best practices in social sector measurement, standards of evidence for health and education, and impact and cost effectiveness assessment, 3) At least seven years of relevant work experience in fields such as business, non-profit management, research, consulting, philanthropy, investing, or public policy, and 4) Advanced degree in development, business administration, economics, statistics, public health, public policy, education or related field.
