Massachusetts Department of Revenue/Office of Tax Policy Analysis (the Office) has a management level opening for Deputy Director with strong background, work experience, and training in applied economics, tax, public and economic policy analyses, and applied quantitative methods. Incumbent oversees day-to-day operations of the Office with guidance received from the Director of the Office, and sets priorities with respect to assigned projects, prioritizes statistical analyses and reports to ensure all projects are completed by assigned deadlines, and delegates such tasks to staff (office managers, economists, statisticians, and other staff). The incumbent reviews and exercises quality control over all work products of the Office, ranging from tax revenue trends, impact of potential and actual tax law changes, tax return statistics, to local and national economic trends; oversees development of tax revenue forecasts for both internal and external stakeholders (Director of the Office, Commissioner of Revenue, Executive Office for Administration and Finance, the Governor's Office, and the Legislature, and others); represents the Department of Revenue (DOR) in the development of bond prospectuses and cash flow statements, prepares presentation materials on revenue and economic trends and makes presentations to investors, rating agencies, nongovernmental research groups, also prepares such presentation materials for all other stakeholders and presents them at various legislative hearings, conferences, and commissions; establishes a performance management tool, which is in line with DOR's own performance measurement rules, regulations and guidelines; recommends data elements and configuration of shared warehouses for use by the Director, Commissioner's Office and the Executive Office for Administration and Finance; and performs related work as required.

Incumbent should have at least five years of full-time or equivalent part-time, supervisory or managerial experience in the field of economics, business administration, business management or public administration, of which at least two years must be in management. Incumbent should also have Ph.D. or Master's degree in economics; experience in applied economics, applied quantitative methods, particularly in economic, revenue and/or tax policy analysis; proven leadership ability to build teams, direct large or small groups, successfully manage projects, and meet deadlines; excellent knowledge of computer applications used in statistical and econometric analyses; excellent interpersonal skills, oral and written communication skills, and presentation skills; knowledge of the principles or organizational behavior, employee relations and team building; ability to establish goals and hold staff accountable to the highest standards of professionalism and integrity to achieve these goals; ability to assess new technology and measure its utility to the Office's functions; ability to manage projects through proper planning, resource allocation, resolution of operational and system problems and performance evaluation to ensure deadlines are met.
Salary range: $52,700.44 to $138,948.07.
