Summary:
Responsible for developing tariff rates for interstate common line access rate elements, including End User Common Line (EUCL) band assignments and Federal Universal Service Charges (FUSC); analyzing broadband and intercarrier compensation reform proposals; developing Tariff Review Plan for Annual Filing; developing GIS maps to display pool characteristics. Requires strong skills in SAS programming, data analysis and data manipulation, and model building.

Responsibilities/Tasks:
1. Develop multiple Excel spreadsheets incorporating data from several sources for annual
filing tariff review plan (TRP).
2. Develop common line access rates including EUCL banding for rate filings.
3. Develop GIS maps using Census Bureau, Nielsen, Local Exchange Routing Guide (LERG), and
other data to display pool demographics and support study area disaggregation and other cost
analyses.
4. Prepare ad hoc analyses of Intercarrier Compensation proposals as needed.
5. Develop models to understand broadband usage.
6. Develop Federal Universal Service Charge (FUSC) surcharges for quarterly filings.
7. Develop end-user revenue to support annual Interstate Common Line Support (ICLS)filing.
8. Perform other duties as assigned.

Education:
Ph.D. preferred in Economics, Statistics, Engineering, or Computer Science, or Masters with at least 3 years telecommunications experience

Licenses &/or Certificates: None required

Experience:
2 years programming with SAS, Microsoft Excel, Mapinfo
