Full Text of JOE Listing:

The West Virginia State Tax Department is seeking a highly motivated self-starter to lead our Research Unit. This position reports directly to the Tax Commissioner and works closing with a variety of staff from the Cabinet Secretary of Revenue’s office.

High level tasks completed by the candidate include responding to legislative inquires, completion of fiscal notes for the State Budget Office and Office of the Cabinet Secretary of Revenue, and oversight of the production of a variety of statutory and ad hoc reports. The review of Federal and State legislation to determine potential economic impact on State revenues and development of estimates of those revenue impacts is a critical job function. Preparation of statistical reports for a variety of stakeholders including but not limited to: the Tax Department; Cabinet Secretary’s office; other State and Federal agencies; academic institutions; and, the West Virginia Legislature is required.
Daily tasks include compilation, manipulation, and presentation of a variety of tax, revenue, and economic data sets. Preparation and presentation of information in a variety of formats in response to requests for impacts of proposed legislation, its direct revenue impact, and the costs of its implementation is essential. These presentations could be over the phone, in person, as part of an interview by the press, to members of the general public, to groups of various sizes, or, private briefings for high ranking government officials. Providing direction to staff for the development of revenue forecasting and policy analysis programs as well as their research on the impact of tax policy changes, through the issuance of a law, rule, or regulation, or through an administrative change to the policy or procedure Tax uses to execute the collection of taxes is required. Direct supervision of staff while they prepare required revenue and economic performance and outlook reports is routine.

Knowledge of economic and policy analysis techniques and methods including complex modeling, forecasting, and statistical sampling is required. Direct experience with statistical modeling and reporting programs, such as SAS, SPSS, or their equivalent is required. Superior communication and writing skills are paramount and comfort presenting information to diverse groups of individuals is highly desirable. Preference will be given to applications with expertise in economics, revenue forecasting, public finance, accounting, or related work. Preference will be shown to applicants possessing a Masters Degree or Ph.D. Applicants are subject to an extensive background check and fingerprinting is required.
