Full Text of JOE Listing:
The Qatar National Food Security Programme (QNFSP) aims to solve the country's food insecurity through the introduction of a detailed and well thought master plan. The QNFSP seeks a qualified candidate to serve as Chief Economist. The Chief Economist will report to the Chairman. The incumbent will be a reputable international economist with significant knowledge and experience in matters of food security and economic policy analysis. He or she will lead the QNFSP Economics Department and will oversee all QNFSP economics research and development projects to facilitate evidence-based policymaking to tackle food security issues.

Key Responsibilities:

1) Advise the Chairman and management on all matters relating to the economics component of the Qatar food security initiative.

2) Contribute to ongoing development of the food security Master Plan. This includes a comprehensive review of each strategic plan area: renewable energy, water, agriculture and food.

3) Manage the economics department's ongoing research projects, consultancies and partnerships.

4) Identify, design and conduct new research and development projects of significant importance to the QNFSP vision.

5) Analyze economic spillover benefits of the proposed QNFSP investment activities.

6) Stimulate dialogue among key stakeholders, locally and internationally.

7) Prepare high quality written reports, scholarly articles, and briefs to communicate research outputs.

8) Participating in regional/international relevant networks and event preparation.

Required Skills:

1) Ph.D. in Economics, or a closely related field.

2) Minimum of fifteen years experience in research environment such as university, international organization or relevant analytical think tank. At least 10 years should be in senior management roles.

3) Demonstrated track record in management of public policymaking and engagement in strategic dialogue with country level policy-makers and/or other stakeholders.

4) Familiarity with food security issues.

5) Demonstrated record of research and publications in relevant areas.

6) Excellent quantitative skills and an ability to present and explain complex analysis in an intuitive manner.

7) Fluency in written and strong communication skills in English.

8) Ability and willingness to travel internationally, as necessary.

Desirable Skills:

1) A Macroeconomic perspective on food security.

2) Familiarity with Public Private Partnership (PPP) concept and application.

3) Knowledge of Arabic and MENA region would be an advantage.
