- Organizations often get locked in specific ways of seeing and doing things.Sometimes, they even get trapped. Such lock-ins occur at different levelsranging form the individual, group, departmental, alliance, regional,industrial and societal level. They can also be found in different types oforganizations such as firms, public administrations, universities, unionsand NGOs. Although cognitive, normative and resource-based lock-ins arecommon phenomena in and between organizations, no consensus has yet beenreached on how to explain their occurrence.
