South Coast Air Quality Management District (SCAQMD), one of the nation's largest and most sophisticated environmental regulatory agencies, is headquartered in Diamond Bar, California, 30 miles east of downtown L.A., near the junction of the 57 and 60 freeways. The work we do affects the quality of life of over 17 million people living in four Southern California counties.

We seek an Air Quality Specialist (Economist) for the Socioeconomic unit of our Planning, Rule Development, and Area Sources division, a major branch of SCAQMD. In this unit, Air Quality Specialists develop and apply economic models (e.g., REMI for regional impact assessments, BenMAP for health benefit assessments) to assess economic impacts of air quality related issues; and write documents concerning socioeconomic impacts of SCAQMD rules, regulations, and plans. In general, the Specialists perform a variety of professional level assignments by collecting cost and other socioeconomic data from internal and external sources, selecting and using appropriate tools for data management and analyses, and interpreting and presenting analysis results. Our Specialists often work with other units to gather data internally and may serve as a subject matter expert in the economic field.

The most competitively qualified candidates will possess:
--An advanced degree (Doctorate or Masters) in economics, or a related quantitative field with an emphasis in economics and statistics
--Solid knowledge of economic theory and the ability to apply it
--Experience in the development and/or application of economic models and strong quantitative skills
--The ability to produce organized and credible economic impact assessments of public policies by applying and adapting existing research in multiple disciplinary areas
--Excellent database management skills
--Demonstrated database management experience that includes working with economic and demographic data published by the Bureau of Economic Analysis, Bureau of Labor Statistics, Bureau of Census, and Energy Information Administration
--Excellent oral communication and writing skills, and experience in preparing complex reports to effectively communicate to a myriad of audiences
