The mission of the Bill and Melinda Gates Foundation Global Policy & Advocacy program is to understand and shape the public policy debates affecting the Foundation's work in developing countries, build support and resources for its major program and policy objectives, and develop partnerships and alliances that can advance the Foundation's policy objectives nationally and globally.
Responsibilities: This is a project based position with a limited employment period of 24 months. This new position is designed to support the foundation's learning about domestic resource mobilization and public finance in Africa and India, and to advise the PAF and GPA teams as they begin to explore whether and how to engage in this area. The selected individual will provide analysis and advice on: the design and administration of tax policy as well as legal, institutional and regulatory frameworks for public financial management (PFM); budget preparation, including forecasting, classification, medium-term frameworks and performance-oriented budgeting; budget execution, including expenditure controls; and fiscal reporting, including government financial accounting and audits.
