The King County, Department of Natural Resources and Parks, Wastewater Treatment Division is seeking an economist to take a lead role in its rate-making and economic analysis functions. The Utility, located in Seattle, is completely funded through rates and charges with annual operating revenues of approximately $400 million and a capital program ranging from $200 to $400 million a year. The capital program is financed through cash and various debt instruments.
The successful candidate will be responsible for maintaining and developing economic and financial models and analyses in support of sewer rate and connection fee determinations; short and long-term economic, demographic and financial forecasting and analysis; economic impact analysis; assessing policy issues; and providing written reports and technical documentation.
Minimum requirements are a Bachelor's degree in economics, statistics or applied mathematics or related field with major coursework in public finance and econometrics and 5 years of increasingly responsible experience in providing expert economic analysis and advice to a utility with a debt portfolio and capital program or similar industry. Advanced degrees in the relevant fields can substitute for the length of work experience.
