The Iowa Department of Revenue Tax Research and Program Analysis Section seeks a full-time Fiscal and Policy Analyst Sr. The Tax Research Section advises the Governor and Legislature about the impact of proposed tax law changes and completes evaluations of existing tax law. Preferred candidates will have completed PhD in economics or public policy. Successful applicants will be responsible for quarterly revenue forecasts, including maintaining and enhancing models to forecast State receipts and refunds and preparing estimates of the impacts of recent federal and state legislative changes. The analyst will maintain and enhance the individual income tax micro model which forecasts federal and state tax liability for the population of Iowa taxpayers. The model is used to produce fiscal estimates of proposed State individual income tax law changes for the Legislature. Working with other staff, the analyst will author evaluation studies of State tax credits including an economic analysis of the credit's impact on behavior.
