Rebecca P. Judge of St. Olaf College reviews "Pollution Limits and Polluters' Efforts to Comply: The Role of Government Monitoring and Enforcement" by Dietrich H. Earnhart and Robert L. Glicksman. The EconLit abstract of the reviewed work begins: Provides insights into the impacts of U.S. Clean Water Act enforcement on both performance and behavior by facilities regulated under the statute. Discusses the scope of analysis—a sample of regulated facilities; a summary of research questions and review of previous studies; discharge limits imposed on discharging facilities; environmental behavior—facilities' efforts to comply with discharge limits; environmental performance—facilities' discharges and compliance with discharge limits; regulatory efforts to induce compliance with discharge limits; the effect of government interventions on environmental behavior; and the effect of government interventions on environmental performance. Earnhart is Professor of Economics and Director of the Center for Environmental Policy at the University of Kansas. Glicksman is J. B. and Maurice C. Shapiro Professor of Environmental Law at the George Washington University Law School. Index.
